Preamble

This Statement sets out the principles by which Circlworld operates. It is a statement of values, not a contract. The contractual undertakings Circlworld makes to Members are in the Terms of Service, Member Agreement, and Privacy Policy.

We publish this Statement so that the values we operate by are visible. We hold ourselves to it because it is who we are, not because a court would require us to.

The five operating principles

1. Non-custodial

Circlworld does not hold, custody, or move Member funds. Members coordinate community capital using payment rails of their own choosing. Circlworld provides framework, attestation, documentation, and dispute facilitation services. The platform's role ends where the act of moving money begins.

Within the community, custody follows the Custody Framework Charter — three categories, three rules:

This is more than a regulatory positioning. It is a statement of who is in control. Members' money belongs to Members. Where Members elect a trusted-person custody model under Category A, that election is respected. Where the architecture requires institutional protection — pool capital, the CPR, cross-border activity — the rule is firm and Members cannot vote it away.

2. Cultural integrity

The savings traditions Circlworld supports — pardna, susu, chama, ajo, kameti, paluwagan, tanda, kye, hui, and others — predate the platform and are owned by the communities from which they originate. Cultural Advisors from each tradition's community of practice have authority over how their tradition is represented on the platform.

Circlworld is a continuation of older trust technologies, not a replacement for them. We hold cultural representation to the standard the community itself sets, not to the standard a platform might set for convenience.

3. Communication isolation

Private communications between Members — direct messages, encrypted Circle chat, mediation threads in the Dispute Settlement Centre, Care Concierge interactions — are not used to train artificial intelligence systems, are not used to generate content for any other Member, and are not accessible to Circlworld staff in plain text save in specific operational circumstances disclosed in the Privacy Policy.

The platform is built so that conversations between Members stay between Members. This is enforced through technical architecture, not policy alone.

4. Additive development

The platform adds capability over time. We do not remove Member access to historical records, break established Member workflows, or invalidate work Members have done without notice and migration.

Members who joined yesterday and Members who join in five years should be able to rely on the platform they signed up to. New features add; they do not subtract.

5. Member protection

Circlworld optimises for Member wellbeing and long-term outcomes, not engagement metrics. We do not deploy dark patterns, manipulative design, infinite scroll, autoplay loops, streak mechanics that punish missed days, or compulsion loops of any kind. We avoid scarcity language unless something is genuinely scarce. We avoid framing that pressures Members to act against their own interests.

The platform measures success by Members building things they value, not by Members spending more time on the platform.

How these principles operate

These principles are non-binding. The legal commitments Circlworld makes are in the operative legal documents and apply regardless of these principles. The principles inform how Circlworld makes decisions in matters not addressed by contract — what features to build, what features to reject, how to respond when something unexpected arises.

Where these principles and a proposed Circlworld decision come into tension, the principles do not automatically prevail. We take them seriously but we recognise that real decisions involve trade-offs and that values must yield, sometimes, to law, safety, or operational reality. Where this happens, we explain it.

Two of these principles are also expressed as contractual undertakings in clause 4 of the Terms of Service — the non-custodial commitment and the communication isolation commitment. Those contractual undertakings are enforceable; the wider principles in this Statement are not.

Review

This Statement is reviewed annually. Changes are notified to the community through the Charter Hall.
