Scholarship Pool — annual outcome report.
The Certification Scholarship Pool exists because the platform’s mission of supporting community savings across jurisdictions of widely-differing economic conditions cannot accept that certification fees should function as a jurisdictional filter. This report documents inflows, awards, geographic distribution, certification outcomes, and reserves for the reporting period — published annually per the Operating Procedure v1.0 §6.1. Individual applications, statements, and award decisions remain confidential.

Audit and governance
The Pool’s accounts are subject to quarterly internal review by Circlworld’s compliance function and an annual external audit (independent auditor in the Pool’s jurisdiction of registration) per Operating Procedure §5.2. The Pedagogy Council reviews threshold parameters annually per the Pedagogy Council Charter §2.5. The Treasurer Council and Town Hall are consulted on material amendments per §7.1.
