Tier progression — Members confer the tier.
A Treasurer advances tier only when the Members they have administered confirm it. The platform’s Tier Algorithm computes whether the Treasurer meets the documented criteria; when criteria are met, the Treasurer’s Members get a simple yes/no attestation. The platform tabulates the result and implements the outcome — but the platform does not confer the tier itself. You do.
The mechanism in one paragraph.
The Tier Algorithm computes eligibility nightly. When a Treasurer who administers your Circle becomes eligible, they may open an attestation vote. You receive a single request: “[Treasurer name] is eligible to advance to [next tier]. Confirm whether they should advance: Yes or No.” You attest, or you ignore it (ignored requests do not count). 30 days later the platform tabulates. If at least 60% of eligible Members attested and the yes-share is at threshold (60-90% depending on which tier they’re advancing to), the promotion is confirmed. No campaigning, no comment threads, no public deliberation — just your judgement of how the Treasurer has actually worked with you.
What you see when an attestation request arrives
Deliberately minimal. Per Charter §2.5 the platform shows the Treasurer name, their current tier, the tier they’re asking to advance to, your Circle context, and a binary choice.
That is the entirety of the interface. No campaigning material from the Treasurer. No score rubric. No re-statement of the algorithm’s criteria. Your attestation is your judgement of the Treasurer’s actual conduct toward you — not a re-confirmation of what the algorithm has already checked.
Your attestation is confidential
Individual attestations are confidential between you and the platform. The Treasurer sees only aggregate counts of yes / no / pending. Other Members do not see your attestation. This protects your ability to attest honestly without social cost — particularly important when your Circle is small and the Treasurer would otherwise be able to infer who voted which way.
Quorum + threshold per promotion
Per Charter §2.3. The quorum is the share of eligible Members who must attest (yes or no) for the vote to count. The threshold is the share of received attestations that must be "yes" for the promotion to confirm.
The 60% quorum is consistent across promotions — the platform needs a clear majority of Members to engage for the result to be meaningful. The threshold rises with tier because higher tiers carry higher fee bands and more responsibility; stronger Member endorsement is required to confer them.
Who is eligible to attest
Per Charter §5. The platform computes eligibility automatically.
Eligible. You are currently in a Circle the Treasurer administers.
Eligible. You were in one of the Treasurer's Circles within the prior 12 months.
Not eligible. You are less than 30 days into your first Circle with the Treasurer (insufficient experience to attest meaningfully).
Not eligible. You currently have an open Dispute Settlement Centre case against the Treasurer.
Not eligible. You were removed from a Circle for cause (by Bylaws procedure or Selection Committee finding).
What this attestation is NOT
Not a complaint mechanism
If you have a concern about a Treasurer's conduct, the Dispute Settlement Centre is the venue — not the attestation vote. The vote answers "should they advance," not "should we look into something."
Not a re-check of the algorithm
The Tier Algorithm has already confirmed the Treasurer meets the documented criteria (tenure, cycles administered, Standing, certification, clean record, anti-gaming flags). Your attestation is your judgement of the Treasurer based on your actual experience working with them, not a re-confirmation of the algorithm.
Not platform-decided exceptional matters
Criminal conduct, regulatory disqualification, breach of hard-bottom Treasurer Addendum obligations, or behaviour bringing the platform into disrepute are platform-decided regardless of Member attestation (per Charter §6). The Member-attestation mechanism is for ordinary tier progression.
Demotion votes + annual maintenance votes
The same yes/no mechanism applies in two other contexts:
- Demotion vote. When the algorithm flags a Treasurer whose record falls below the current tier’s sustaining criteria, you may be asked: “Should this Treasurer continue at their current tier during a probationary period?” The retention threshold is 50% (lower than promotion) because you’re extending an existing Treasurer’s runway, not conferring a new tier.
- Annual maintenance vote. Once a year on the anniversary of the Treasurer’s most recent tier confirmation, the platform opens a light-touch confirmation: “Confirm that this Treasurer should continue at their current tier.” 50% quorum, 50% yes-threshold. This is your annual opportunity to register confidence without the algorithm having to flag a problem.
