Certification outcomes for the 2026 cycle. Per-course pass rates, retake rates, grade distributions, jurisdiction-level patterns, scholarship outcomes, MCQ bank refresh discipline. Aggregate-only — individual outcomes never published per Charter §11 + the Pedagogy Council’s confidentiality discipline.
Pass marks reflect competence required, not outcome curves.
Per Charter §2.4 the Pedagogy Council does not adjust pass marks to meet target distributions. The Multi-Jurisdictional Certification’s 90% pass mark stands not because we want to limit how many Tier 5 Treasurers there are — it stands because the responsibilities of Tier 5 demand that competence. Pass rates fluctuate; the calibration does not.

Pass rates by recipient’s residence jurisdiction. The diaspora-spanning pattern shows the platform’s reach + the consistency of outcomes across jurisdictions — the Pedagogy Council reviews this annually for whether course content needs jurisdiction-specific calibration.
Scholarship outcomes
Scholarship Pool awards and their certification outcomes. The Pool’s purpose is access; the Council’s annual review checks the access mission is being served. Detailed Pool inflows + outflows are in the Scholarship Pool annual report.
MCQ bank refresh outcomes
Per Charter §2.2 the Pedagogy Council refreshes each course’s MCQ bank every 12 months with a 30% maximum rotation per refresh. The Council records what was rotated in + out + whether the difficulty distribution was maintained. The remaining 2 courses (Advanced + Multi-Jurisdictional) are due refresh in Q3 + Q4 2026.
Council activity this cycle
The Pedagogy Council met 4 times this cycle (quarterly, all meetings achieved quorum). The Council approved 2 MCQ bank refreshes, reviewed 5 case-study grader rubric updates, and consulted upstream on 2 Scholarship Pool parameter adjustments (decision: hold the 5% jurisdictional disparity threshold; recommend raising the Tier 4 fee allocation from 5% to 6% for 2027).
